If anybody asks me if they should use the lvl 80 boost, my answer would be to level at least one character from 1-80 first then use the boost on whatever you want next. The experience of running around the world as a fresh character is an experience in itself. If you did it with one character already, that's good enough.

Unless you want to do all the personal story instances once. Then you need 30 level 20 minimum characters, 15 level 30s, 10 level 50's, 6 level 60's and 3 level 80's (although only 2 need to do the last few steps and only 1 needs to do Victory or Death).
25 hero points is a 2 hour hero point run through HoT or PoF. It shouldn't be that big a deal. Edit: As for gear the 80 boost gives you celestial gear, which isn't the best but isn't bad for a lot of classes as well. You can always replace it with fairly cheap zerker gear if you want from the TP.
Edit: Expansions are only playable after level 80. But you can get a mount (raptor) earlier if you don't care about story spoilers and have a helpful level 80 friend to carry you. Either expansion will unlock masteries (including Core Tyria) for you when you reach level 80 and do the first expansion story step.
Difficulty will increase promptly with Heart of Thorns, but Season 2 missions can be a good training to get there. Player skill is very important. In addition, get better equipment. At least exotics; to determine what gear would be best, check in with sites like:
Make a new character, use the boost, delete the character, hence and repeat. Use it. A level 80 character using it will get all the equipment, bags, etc. Then delete the crap you don't want. However, some classes get full exotic Celestial gear, which isn't a bad alternate set to keep.
In general, exploration is the name of the game (well, actually its Guild Wars 2 but you know what I mean :P) - whatever you do, it'll likely give you experience, so just do what you enjoy.
