The FP from a Random Reward is now 10 FP to your bar instead of a 5 FP package. There's quests to "Buy 15 Forge Points" and to "Buy 20 Forge Points and Spend 150 Forge Points" in addition to "Spend 200 Forge Points". You can try juggling these, but overall I found their overlap less useful than I'd like.

Trying to use the arc to make a profit has the same issues as any other gb where you spend fp to make fp. Your ROI and seeing actual income has a "waiting period". Personally, I use my daily collection to level my gbs. I use the fp above 1.9 generated by my arc to level my arc, which means my arc never makes fp for me to use elsewhere.
I say yes, it's worth it. It's the cheapest GB to level that gives daily FPs. Cheaper than CDM, Innovation Tower, Cape (though cape gives 1 FP per level, vs Hagias 1 FP per 2 levels), Kraken, AO. I don't know about power leveling it, but if you just got it to level 14, Hagia Sophia would give 8 FPs a day, and only take 2 more additional tiles
I cannot conceive of a situation in which I would spend FP on ToR blueprints, possibly aside from acquiring the first set so that you can build the ToR in the first place. There are multiple GE encounters in which ToR BPs are either the only possible reward for encounter completion or the overwhelmingly highest odds when it comes to the reward.
